The 'concept' is that it'll swirl the air in the intake, and this swirl will provide better air mixing.
First, that 'swirled' air will have to make it past the throttle plate, that spends most of its time partially closed. Then take a turn, go down the intake runner, pick up the fuel, and squeeze through the open valve. Yeah, I'm sure all that swirl is still there.
Also - car companies spend lots of money on combustion chamber design. Many cars have variable intake geometry, with multiple intake runners. Given all that time and effort to optimize airflow into the cylinders, do you think not a one of them has ever seen a 'turbonator'? Basically, if it worked, why the heck would you not see it on everything from a Hyundai to a Porsche to a F1 race car?
About all this will do is act as a restriction. Just like on race cars, when they want to limit horsepower.
