The piston in the master cylinder has 2 seals. In the piston, behind the forward seal, there are a series of small holes. The holes are probably there to replenish whatever hydraulic fluid that leaks back past the front seal or out through the slave cylinder seals. Sometimes the holes get plugged with the rubber sludge that collects in there, and you can't easily pressure bleed it.
That's what's happening with mine right now. I'm waiting until I pull the engine to pull the master, so I bleed it periodically. My quickie procedure is to pressurize the reservior, push the pedal forward (either with a helper or a board wedged between the crossmember under the seat), and crack open the bleeder screw to get the air out, close it, let the pedal back. Repeat as necessary.
When this master cylinder was newer, I could easily pressure bleed it.
