The torque is 11 ft. lbs. - nomuch! I'm assuming it's a 16-valve? Is everything absolutely clean? Only use enough sealing adhesive to hold the gasket in place so you can successfully get the cover onto the engine.
I looked and cannot find a sequence, so a suggestion:
(1) Start by tightening then in sequence to 6-7 ft. lbs.
(2) Do the 2 in the center (upper & lower edge) first.
(3) Go to the 2 which are left of center, do those.
(4) Then do the 2 which are right of center.
(5) Go to the 2 on the left end of the valve cover.
(6) Finish with the 2 on the right side, by the distributor.
(7) Then set the torque wrench to 11-12 ft. lbs. and repeat the sequence.
OR:
(1) Start on the center 2 bolts, then kind of use an X-type pattern working from the center outward to the end bolts (using 2 passes as before).
Have you called and talked with the seller of the valve cover?
