There's a pressure switch on the receiver/dryer. In the right fender, low & forward, sorta between the turnsignal & the washer bottle.
Measure the pressure to see if it's actually low. Jumper the wires together & see if the compressor starts. If so, immediately remove the jumper so you don't burn up the compressor. If you verify the compressor starts, then you can charge it. The compressor will engage as soon as you begin adding refrigerant. If the pressure is OK but the switch is broken then you have to replace the switch...
Who told you it can't be charged until the compressor runs? Everybody has low-pressure interlocks, that's not something you only find on Saabs.
