Second cooling/ac fan stopped working only when....

It still comes on when the A/C is on but runs at a lower speed than the other fan BUT.....it has stopped working under normal conditions such as idling in traffic. Car in question is a '94T-conv. I know that both fans used to work like this but suddenly it has stopped. My A/C was recently fixed (new hoses, recharge with R12, new condensor) by trusted mechanic but the output of the A/C is now inadequate which I'm pretty sure is related to the low speed of the A/C-second cooling fan.
How would these two conditions be related and where would I start to sort this out. I'm going to take the car back to my mechanic but can't get it there for another week and would feel better if the other fan would come on when needed. The car is not running hot at all (gauge only goes a bit above halfway on hot days) on just the one fan but the fan is coming on quite a bit after the car is shut off now which I'm guessing is just because that the one fan is working harder to keep things cool.
Any suggestions appreciated....I'm a decent mechanical guy but clueless when it comes to electrically related problems.
Thanks in advance,
Todd
