First off, I'm assuming you're looking at the new Traction T/A H model & not some older T/A design. These new tires are incredibly stout in their construction, & tend to be wider than comparably sized competitors' tires. Because of these features, & combined with living in rainy Portland & not having a turbo, I'd say go with the 185/65s.
These tires will give your non-turbo gobs of traction & response. I'm sure the fact that they're wider than many other 185/65s helps in this regard. I'm still impressed every time I drive my '90 N/A C900. In fact, they've been so amazing on dry & wet pavement that I actually can't wait to drive them in the snow this winter! Since the 195/60s are a bit wider still, getting the 185/65s will help keep you in contact with the pavement when the rains get heavy.
Also, the wider 195s will each be a few pounds heavier. Since you don't have the extra oomph of a turbo, you might get slightly slower acceleration from the wider, heavier tires. Even though these 185/65-Hs hold & handle better than the 195/60-T Pirellis I replaced, they spin up just a hair slower. Of course, I also have the disadvantage of living at altitude & don't generate as much power in my N/A engine as you do, so you might not notice this effect as much as I did.
