It sounds like they're yielding with the heat/temp from the manifold and/or the nuts are loosening.
FWIW, my 87 has four bolts installed from the manifold toward the turbo (nuts on the turbo side). No washer under the bolt, one flat washer under the nut. IIRC from when I changed out the turbo 5 or so years ago, the nuts were jam nuts, NOT NYLOK, but deformed to ovals and thereby locking.
Look up the torque for those nuts if you can. I looked for about twenty minutes and the official saab 81-86 manual (section2.4, I don't have the 87-94 section 2) did not specify the turbo to exhaust manifold torque. It did specify 18 ft-lbs for the exhaust manifold to head nuts, and they're smaller than the turbo to exhaust manifold bolts. I get about .33" for the diameter of the turbo to exhaust manifold bolt (hard to measure so it's approximate) which is about 8mm so 20 ft-lb wouldn't be out of line for these bolts.
Since they're not holding, get four new jam nuts from the dealer. You may have to order them and they may run $2-3 apiece. Alternatively, just get them from a junkyard car (get the bolts and washers too!) and try them.
