AC problem: needs high pressure to run

I just bought a 1991 900S convertible. Beryl green! The AC was not working, but according to the lady who sold it to me, it worked last year. I figured the system needed a little extra charge, so I just converted the R12 fitting to R134 and started putting in coolant. Within 30 seconds, the compressor kicked in. I put in less than 1/4 of a can. I stopped charging, checked the pressure (which I should have done before charging as well.... ) and the gauge indicated 70 psi, instead of 40-60 psi. The system is cooling, but not a whole lot. The lines between evaporator and receiver/drier are cool to the touch, no sweating. No weird sounds from the compressor. Does anyone have any ideas about what's going on? Could it be that there is a lot of stale air in the system? Is my low pressure cut off valve not working properly? A blockage of one of the lines? I checked pressure again next day with AC off, it is still 70 psi. No signs of oil anywhere. At least I don't have a major leak...
Any ideas for an easy fix? I don't want to spend a lot of money on the AC in a 13 year old car when I can lower the top for free
