Sounds like your cooling system is working correctly. When sitting in traffic the temperature will climb but ultimately be held in check by the driver's side fan which will run frequently (it is the only way the cooling system can function when the car is not moving). As long as the car isn't running much above 3/4 on the gauge you are fine. If you would like the car to run cooler you could switch to the low temperature fan switch and thermostat. As a side note, a properly functioning cooling system should be fully able to deal with the reduction in airflow due to the A/C condenser.

If the A/C is not fully operational (ie. charged will freon) then the passenger fan will not turn on.
