Assuming the brake system has been bled properly it does sound like your brake vacuum unit might not be doing it's job. To verify, try the following: with the car turned off, pump the brakes a few times and then hold your foot on the brake. Now start the car with the brake still depressed. You should feel the pedal drop (or soften) slightly as the vacuum unit kicks in. If you don't, the first thing to check is the big vacuum line at the front of the unit- it should be firmly installed. Second thing to check is that the o-ring between your new brake master and the servo has been installed correctly. Do you remember putting it in? You could probably unbolt the master cylinder (with lines still attached) and pull if forward enough to check.
