How do you KNOW you're rich at idle? Do you have a wideband 02 sensor? An emissions probe inserted into a test spud before the catalytic converter? If not, there's almost no way to tell you're either rich or lean.
OTOH, the stock ecu/02 sensor setup is designed to go closed loop at idle and maintain roughly what, 12:1 or best emissions mixture. If you're tapping into the stock 02 sensor and it reads a constant lean voltage [.3 or so is dead lean, .9 is rich] but the point is that if the stock sensor isn't giving you multiple crossovers from .8-9v or so to .3-.4v then the system is NOT correcting for idle mixture. It could be the ecu or the 02 sensor OR even a bad/misadjusted idle switch but probably is the 02 sensor.
You can remove the stock sensor and heat it cherry red with a propane torch...monitor the voltage, it should go to .9v and when you remove the torch it should quickly go to 0...the sensor must be hot to read 02. I guess the sensor reads the combustion products from the propane torch.
Often after heating/cleaning the sensor you can return it to service but if it won't give you .9v just put in a new 02 sensor. I HAVE tested a new sensor with a torch this way and it does work.
Before pulling the 02 sensor it's easier to test the idle switch for continuity between I think pins one and two at idle. Disconnect the plug at the switch (engine off) and check for continuity at throttle closed. If someone who shall not be named has adjusted the idle with the throttle stop adjust screw all bets are off but generally if that's the case they've screwed up the idle switch adjustment and it needs to be redone.
