I had the downpipe welded to my converter in just this way to pass MD state inspection last spring. I did it with the complete understanding that this was a cheap, temporary fix. You and I need a new downpipe and converter. The top heat shield on my converter's spot welds broke soon after, so that rattles. You'll be happy with the new, less restrictive converter. And the weld has no flex like the original joint did, so when the engine moves all of the exhaust joints and hangers are flexed more than they should be. Anyway, with any exhaust part that has rusted through, replacement is the only long term solution.
