Same thing happened to my car about 2 years ago. I pled off the lower steering wheel shaft cover and sprayed the crap out of the u-joint with pb blaster. Low and behold it went a way. You may also try cleaning the u-joint at the firewall as well. Clean it first with some engine degreaser. Let it dry and then spray the crap out of that as well. You may have to heat that u-joint up with a heat gun or blowdryer to melt the old funky grease.
Now get a turkey baster and some clear tubing that will fit over the end. Take off power steering cap off and stick that tube as far down as possible and suck out as much fluid you can. Pour new in, start car, move wheel back and forth and do it all over again. The more you pour in and take out the better.
