I haven't seen that whale tail up close to know for sure, but if you can access the inside from underneath, then you'll be able to repair it easily. All other options are a bit more tricky, but doable. Using a rotary tool (dremel), you can cut out an access panel on the bottom large enough to do the work, then glue that panel back in place once finished. If you do manage to patch it from beneath, you'll more than likely have a surface crack to fill in and smooth out on the top visible side. If the tail is filled with strengthening foam, the chore becomes a bit more involved since you'll have to carve that stuff out to access the back of the damaged section, patch that, then fill in the empty section with an expanding construction foam. Doing the repair from the top side is possible, but since you're layering something on top of a smooth surface, once hardened you'll have to match that smooth surface using car body filler and lots of sanding.
