You don't really have to put the lockout mechanism back in place - That's just a pawl that makes it necessary to put it in reverse to remove the key. (assuming that we're talking about the same thing, of course)
I think you have two things afoot:
- Shift coupling needs centering adjustment to be able to catch the guide ridge on the plastic housing of the shifter assembly for 5th.
- The tip of the shift lever needs its length adjusted so it catches the ridge that I mentioned above. Then you'll also have to lift the collar on the shift lever to get into reverse.
Now, if the pervious owner disabled or removed the collar, you'll just have to learn where 5th is by feel.
