I have really no good answer to the question except that the sleeve is a good tool to measure clutch disc wear.
When the sleeve is really close (about 1/16") to the machined area behind sleeve, you know the clutch is on its last leg.
It may be as a dust protector for the o-rings inside slave?
Now the question is of no big importance anymore since Saab have redesigned the clutch slave cylinder and throwout bearing in terms of installing a spring and rubber bellow in between instead of the plastic sleev.
Without the proper special tool (holding rubber bellow and throwout bearing together) it is a handful to be able to lower the whole clutch assembly back into transmission and get the three bolts in on the slave cylinder.
I also have no clue why they redesigned the slave system just a couple of years before that model went out of production. The old clutch system seems to have been working perfect since it's introduction in mid 70s.
