The official way to slide it on is from the door side.
Assuming the aluminum channel is still on the car, it may be possible to snap it on without disturbing the door.
Looking the channel on the body has a sort of hook section on the top of the extrusion. The channel on the panel has a corresponding lip that should latch onto the hook of the body channel. You might be able to angle the panel so the lip of the panel channel latches onto the hook of the body channel and push the panel on. I'm looking at a spare, and it seems like that might work.
Then you'll need to re-poprivet the panel to the 1" wide steel tab that's screwed into the wheel well.
