You access it from the inside. But be aware that you have to replace the filler neck and collar as a unit.
It wouldn't be a bad idea to have the tank down to 1/2 or less.
Pull up the hatch seal strip. Remove the trunk floor. Remove the 3 (or is it 4) quarter turn plastic screws that hold the fabric to the side and remove the two plastic 'rivets' that hold the fabric to the bottom rail.
Then you can remove the three torx screws that attach the plastic guard.
Gently remove all of the hoses. (easier said than done) Don't forget the hose down on the bottom that drains spilled gas out to the ground.
Remove the filler door and remove the 4 screws that attach the filler assembly to the quarter panel. You may have to gently pry it loose if the adhesive on the foam gasket is still good.
You have to think like a contortioninst to get the unit out. I just removed one from a car, but I forget which ways I ended up turning it to get it out. There is a notch in the sheet metal that allows you to get the nipple from the small vent on the bottom out. IIRC, I carefully deflected that nipple enough to guide it out, then rotated the unit to get the vent nipple on the top past the notch.
