88 900S Auto - STILL crappy milage

Hey all,
I posted a few weeks back that on a long trip (350 miles each way), I only got a little over 18MPG on my 88 900S (A/C on, windows closed, cruise, all highway). I have been tracking my city driving for the past 1000 miles and now am getting only 12.3 MPG!!!
There were some various suggestions earlier, which I followed. I changed the air filter and fuel filter. The o2 sensor is only a few months old, all the vacumn lines are new (2 months). The AMM is a couple years old.
It runs great! There is a little rough idle (very little) when it's warm, but it starts and runs really well. The A/C has not been on at all in a month. My 89 9000s Auto gets 24-26 MPG city driving consistantly. A 900, weighing 1000 lbs less, ought to do better.
I did get a little bit of a gas smell when I sniff the line to the FPR and that vacumn line WAS cracked when I replaced it, but it seems to hold vacumn.
The symptoms don't feel right for the coolant temp sensor, but I haven't had the opportunity to test that.
