Nice to talk to a fellow Cessna pilot...I just got a C210 stuck 500 miles from home due to sudden IFR weather (I'm VFR only) and had to drive home - yuk!
Anyway, my outside temp gauge in my '87 convertible does work but is extremely unreliable. If you pull the gauge there is an adjustment screw that you can use a tiny screwdriver on. You might try to adjust it and see if anything happens. I asked about the sensor here on Saabnet quite some time ago and someone responded that the OEM installation instructions say to locate it behind the passenger side headlamp. I have searched and searched and have yet to find my sensor. I figure at some point in time I'll just replace the whole shooting match and install a new sensor.
