Safe, how high, etc.:

It all depends on the equipment you're using. There's nothing wrong with jacking one or the other end of your car, then SETTING THE CAR ON RELIABLE JACK STANDS, then getting under your car. You can lift one end this way, then lift the other end the same way so that all four corners are off the ground. Perfectly safe as long as you remember:

YOU SHOULD NEVER GET UNDER YOUR CAR SUPPORTED ONLY BY A JACK OR ANY OTHER DEVICES NOT SPECIFICALLY MEANT FOR HOLDING UP A CAR INDEFINITELY.

That last statement can't be emphasized enough. I would bet that most people who are injured or killed under cars suffered that fate because they didn't follow that rule.

Get a good hydraulic jack - which is meant for lifting the car but not for holding it up indefinitely, and at least two nice, solid jack stands. You should be able to set yourself up with some decent equipment for under $100. Cheap considering the consequences, and you can use 'em over and over.

As far as how high, this depends on the reach of the jack and the stability of the jack stands. Once it's off the ground, the car doesn't know the difference -- it's all up to the jack stands to keep it up there.

As far as car turners are concerned, my guess is that they're not for you. If you think about it, there are a lot of things in the car that aren't meant to be sideways or upside down and will need to be dealt with before you can comfortably turn your car on its side. If you don't they'll fall out, break, or run all over the place and get into places you don't want 'em:

Gasoline
Engine Oil
Transmission fluid/oil
final drive oil
brake fluid
coolant (this should be ok, actually)
battery (acid)
power steering fluid
anything else that's not bolted down
