Idle problem

My 92'900 Turbo idle is high sometime (around 1100rpm)
I think it is my AIC valve (I stopped and unpluged it and the rpms did not drop or anything)
I cleaned it out with carb cleaner and used WD-40 to lubricate it.
Well that did not fix the problem so I need some help.
I have noticed that if I let the rpms drop while coming to a stop before I press the clutch in the rpms drop to the correct range (around 800) but if I have to make a quick stop (like when wonderful drivers decide at the last sec. the need to turn) and have to hit the brakes and the clutch at the same time. The rpms will drop to about 1000 and the raise to 1100 rpms.
I am not a mech. but it is like the ecu does not realize that the valve is already doing its job so it opens it up more.
What can I check to see if I have anymore problems??
Or what else can I do to fix the AIC?
Could it be the brain is going bad and needs to be replaced?
Any help will be great thanks
