What does this seller's feedback look like? If it's 95% or higher, and has several hundred positive feedbacks, I'd give it the obligatory three days for the seller to respond. If there is no response then... Not only would I file a complaint with Ebay, I would also file a complaint with Pay Pal.

This is something that really hacks me off... While there are a lot of people that genuinely try to be honorable and bend over backwards to make an auction experience pleasent, there is always some bozo who is out to make a buck by defrauding a trusting bidder, thus making everyone more leary & cynical. Some people actually think that 20 or 30 bucks isn't worth filing a complaint and let it go at that.
As a seller, I observe every ebay rule, when it comes to waiting the maximum number of days for the buyer to contact me to complete the transaction. After the 7th day, I give the buyer one warning, that unless they send confirmation of payment via pay pal or a tracking number of the envelope that the money order is in, otherwise, it's negative feedback and a complaint filed with Ebay.
Note: There have been a couple of special circumstances where the buyer has emailed that there was a problem or a tragedy in the family and would be unable to make the payment right away... That I can deal with. As long as I know what's going on...
As a buyer, I make every attempt to get notification of payment to the seller within 24 hours of the auctions closing. And then I give the seller roughly a week, before I start following up with emails. If I don't hear from them at all, within 7 days, then I send them a final email warning them of pending fraud claims.
But, if I can offer any advice at all, if you're going to do business on Ebay, do it with either certified money orders or through Pay Pal (or some other credit card brokering service). And on high dollar items, I can't stress this enough: go through an escrowe service! It may be a little more expensive using an escrowe service but it protects you.
