Sounds like you are stuck in base boost. I'm not sure about 97 turbo pressure management, but classic 900's have an APC solenoid up near the coil, which is controlled by the APC computer in the driver's fenderwell or under the back seat on 85's.
First check the plug at the APC box and the solenoid. If they are tight ans still base boost, pull the APC solenoid elec plug and take the car for a test drive. If boost is the same, you are in fact stuck in base boost. A number of things can cause this: Brake pedal switch, Cruise control, bad APC solenoid or computer (fairly rare).
The BPV(hooter valve) mentioned by Andrew can also limit boost, but when they go, my experience has been that boost is very erratic and not limited to a steady level. You also might have a leaky turbo plumbing component...split boot, cracked tube, bad hose clamp,etc.
