I haven't heard about a weld shop yet that do the welding with pan still on car.
Many welding shops can do it with the pan off the car, and some can do it if you turn the car over ;o)
The biggest welding problem is the constant drip of oil that contaminates the welding area. The second biggest is the "under up" welding procedure.
The next problem is the force that the drain plug puts on that same cracked area.
I would probably try with JB weld again, but this time drain the engine oil and let the car sit for a week or two with drain plug removed.
Spray lots and lots of carb and brake cleaner up the drain hole every day to leech out as much as possible of the oil.
Maybe use a dremel to cut into the outside of crack a little to make room for more JB weld.
It's still going to be tough when the drain plug is tightened. Use a rubber seal instead of the copper washer so that you don't need to tighten it that hard.
