Do the ujoint test as suggested. If bad you can ususlly free it up with a hair dryer. Pull up boot at firewall where column goes through and heat the ujoint up while you turn the wheel. Shot of penetrant helps too.
However, i have a hunch that the pintle valve in your rack is clogged. Return stiffness is the clue. You should completely flush the fluid. Carefully slide out the reservoir and detach the upper hose and plug the nipple with a golf tee. Join the hose with a plumbing nipple to a 4 foot section of tubing to reach a bucket. Have a helper run the car briefly several times while you pour fresh fluid into the reservoir. When clear fluid comes out at the bucket, the flush is complete. Go for a test drive and see if you've fixed it.
If not you can try a reverse flush with a mityvac. Disconnect the hard P/C fluid coupling down near the passenger side motor mount. Connect the mity vac to the side going to the rack. Suck fluid out. With any luck you will get some small rubber seal pieces that have clogged the pintle valve. Test drive again. If still no good, time for a new rack. About $160+core from sobstory(site sponsor). Lifetime guaranteed.
Most would go right to the rack if the ujoint is OK, but I am suggesting some possible fixes, because the rack replacment is a very dirty job. Not technically difficult, but takes 3 hours. Fluid invariably runs down your arm to armpit and also get in your eyes. Degreasing twice before the job is a good idea. did I say it's a dirty job??
