There are two things that cause brake hydraulic components to fail, bad seals and pitted cylinder walls. The rebuild kit will fix the bad seals, but, if there is pitting on the cylinder walls then you cannot easily fix it, if at all. Remember that brake fluid IS water based and eventually will cause the cylider walls ti rust/pit, it is worse if you have let the car stit for extended periods of time.
The problem then is that, when you figure this out you have your brakes completely apart and you have no way of really fixing the problem until you get a brake master cylinder that will work. I generally go to a junk yard and find a Master Cylinder that I know isn't pitted and rebuild it, then I just swap out the rebuilt unit for the one in the car.
