I know I told you a week or so ago that primer was not necessary, and it isn't in all cases. It just so happens you ran into problems by not priming. At this point in time it's a tough call from where I'm sitting, since I can't see what you're dealing with. After reading your post a few times, my answer could be both > sand the paint all off and prime > but spray can paint does not dry/sand like the expensive three part paints that I usually work with, so you can be making a big mess by trying to sand that type of paint. I could also suggest you scuff it with a scotch brite pad, then prime, then sand with the grits suggested above before applying more top coat.
Hard for me to make an accurate call from here, so I wish you luck which ever way you choose.
