1) 5.0 +/- 0.4 psi
2) According to Bentley, this value will be approximately:
10.9 +/- 0.7 psi (except '87-on SPG)
12.3 +/- 0.7 psi ('87-on SPG)
But this value is dependent on many variables. The APC system will let the boost go up until the engine starts to knock, then modulate the boost via the APC solenoid. The point at which your engine knocks on any given day is dependent on the quality of your fuel, the ambient air temperature and pressure, the overall health of your engine, etc.
3) For practical purposes, it's the same as above. The APC system will cut back the boost when the engine starts to knock. If the APC system or the wastegate malfunctions and permits runaway boost, there is a safety switch that will cut out the fuel pump at ~14.5 psi on '85-'88 cars (don't know what they did on later cars), but this isn't limiting boost really, it shuts off the whole car! I don't know if the APC system will limit boost solely on the basis of the signal from the boost pressure sensor.
4) Unknown. Depends on turbocharger RPM (in turn dependent on exhaust flow), and ambient air temperature and pressure. In real terms, limited only by how fast you can get the compressor spinning.
