well, first of all you MUST have a wiring diagram.
Then you can check the wiring, but remember a short to ground (which is what you have) will test just like continuity on a loop...you have to test for open where there should be open (like the conductor from the relay to the w/s washer motor should be OPEN to ground when it's disconnected from the motor...if it's not then your short is along this conductor).
BTW...I once had a devil to catch short in the AC fan motor circuit...fan would work fine with the hood up, I turned the ac on/off with no problem. No blown fuse. So I'd shut the hood and go for a drive and the fuse would blow. See the connection?
Well, it seems the in-hose upper radiator hose AC switch had been rotated about 90 degrees so the connectors were straight up (I admit it...I did it when I replaced the radiator about six months previously) and easily accessible. When the hood was put down, the mounting bracket linkage pressed against the little rubber booties on the connectors...after about six months the booties wore through and shorted the connector to ground...not always but generally after a few miles of driving with the engine moving, etc.
