Question for Swede re: Hunting idle

I have an 87 SPG> Have used your method for setting the correct fuel mixture with the analog meter(flopping back and forth evenly). But I have a problem with the idle-it hunts back and forth and when I connect a digital multimeter to the O2 sensor I get a reading that ranges from .04-.8 volts . I have tightened the hose clamps suspecting that I have an air leak but it doesn't help. I have disconnected the battery cable with the thought in mind that it might reset the ECU. Before I started this process I checked the AMM and had a reading of 174 ohms- which is probably way too lean. So I started richening it which brings me back to the above where I have the analog eveningly flopping back and forth. And does leaning the AMM out make the ECU richen the mixture and conversely richening mixture make the ECU lean it?
Any help would be appreciated
