Goes to show us all you should always disconnect the battery ground strap (at least) before starting any electrical work, eh?
Sounds like you're getting control voltage to the starter solenoid (the small wire), but there's open circuit or very high resistance on the main cable - the solenoind fires when you turn the key (the click you hear) but there's not enough (if any) juice going through the solenoid to turn the starter.
Have you checked for 12VDC at the end of the cable that was inadvertently shorted to ground? If you see 0V, work your way back to the battery, one connection at a time to see where the continuity is interrupted.
If you do see 12V there, it means you've got a high resistance somewhere in that run, and it may have become worse when you grounded the hot lead (arcing). Bear in mind that just because you see 12V somewhere, it doesn't necessarily mean you've got good connections everywhere. Your voltmeter (or test light) doesn't draw much current, so the attendant voltage drop may be undetectable. Find the problem by measuring resistances: disconnect the positive lead from the battery, then do a resistance measurement of the whole run, from the clamp at the battery end to the lug that connects to the starter. I dunno what you should expect, but it shouldn't be very many ohms. Work your way from one end of the cable to the other to isolate the portion that's got the high resistance.
