When I bought an '84 900S it had a funky toggle and switch for the starter. The seller broke the ignition at a ski resort and she wired one together with hardware parts. I ended up doing the leg work to fix it.
So.. Make a complete diagram drawing of the wires/color and position on the electrical component. I believe something like 3 or 4 wires need to be in contact to initiate the on position for the car and 1 or 2 wires come into contact to initiate the starter...but are then released. In my car at the time the 'on' postion was a simple on/off toggle and the starter was a temporary 'on' toggle that returned to the off position.
What I did to fix it was spend $60 for an entire ignition assembly at the bone yard. It was easier to use the junkyard part than to fix... and later swapped tumblers for a 1 key car. Getting the ignition unit out is not easy. There are 3 nuts that use a Saab specific tool (theft preventer I think). I used a screwdriver and hammer in the chisel fashion and got them loose. To avoid complications in the future I turned the bolts upside down (if you get this far you will know what I mean).
If you can get a diagram of the ignition sequence and wire color/position this would be your sure bet for a cheap starter.
