The ELCD valve opens to purge the evaporative loss control carbon canister into the intake manifold to burn the gas vapors that it has collected. Sometimes the diaphragm in the canister gets torn, but that's usually in Turbos.

Cleaning the AIC valve may help, but it's also possible that the brushes are worn or burnt after such a long time. IIRC, there have been a lot of posts indicating that, if the idle is fluctuating, rap the AIC valve lightly with a large screwdriver or small hammer. If the idle stabilizes, then the AIC valve is bad. There is a site that shows how to fix the valve. Contact me offline and I can give you the address.

One thing you may want to do is replace the vacuum hoses on general principles. After a decade or so, they develop cracks that will cause hundreds of small vacuum leaks - tracing them all out makes you want to yell at the cat (or the neighbor, or the television, or ...).

The rubber bushings that hold the vacuum nipples into the intake manifold and valve cover should also be replaced. They shrink with age and oil exposure and are dandy leak sources. If you can easily pull a vacuum nipple out, it's time to change the bushing.

I think that the orphan vacuum hose you're talking about should go to the cruise control vacuum pump.
