Not quite sure from your description but i think you might be talking about the strip of fabric below the rear window glass. You can buy just this strip of fabric from http://www.convertibletopsonline.com (they actually make it). They are located in North Hollywood, CA. The price is $35. Very friendly and quick .
Pretty easy DIY. To replace it you will have to carefully cut the old fabric away from the glass (scrape it clean of glue), remove the black aluminum trim strip that runs the width of the car (a whole bunch of screws), then pull out the old staples from the tack strip. Attach the new fabic to the bottom of the glass with 3M windsheild urethane, restaple the bottom edge of the fabric to the tack strip (get the stainless staples and a cheap staple gun from home depot), and replace the aluminum strip.Done!
