Yes I would pull that console and have a look. You will find 5 or 6 (don't remember off the top of my head) wires goign to one place just infront of the Key Cylinder. Pull them one at a time and then reinstall them. Take the car for a test drive with it still apart and see if it is happy now. Chances are the guy just knocked lose a wire. It is EZ to do. Most People who are not into Saabs have a hard time with the funny little things that make a C900 so neat. In Short they hate them. It is out of Ignorance most times. If he removed the cylinder and the gear set then that changes things. You need to put it back together the right way or the Key will not turn the Electric switch as far as it should or too far doing all kinds of weird things. But My money is on a lose wire.
