Depending on how much oil is in the cap, it's fairly normal. All of my 16-valve 900s, turbo and non-turbo, have had some oil collecting on the bottom lip of the cap.
There's not a gasket or O-ring that you can replace to stop the leaking - the distributor shaft has a spiral groove that should return any seepage back to the engine.
It leaks more when it gets a dozen of tens of thousands of miles on it. There is an O-ring, but that seals between the base of the distributor and the head.
In a Turbo, what usually happens to make it worse is that the PCV check valve either is missing or fails. When it fails and you go into boost, the crankcase gets pressurized and leaks out between the distributor shaft and its bushing.
In extreme cases, the head gasket pushes out between the #1 cylinder and the timing chain gallery and pressurizes the crankcase from that small breach. In extremely extreme cases, there's a massive breach in the head gasket, or a dire amount of wear or damage to the pistons or block, but these are uncommon.
