What year is your car?
Prior to the late 80's, there was no control switch for the seat heaters. I think 86 and earlier. The heater came on if the seat dropped below around 54 degrees F, and shut off around 70. The driver's seat was active all the time; the passenger seat has a weight detecting switch under the cushion, and it would come on only if the seat was cold and someone sat in it.
From around 87 on, depending on market and model, the driver's seat went to the same controller as you'd see in a 9000 - on the dash is a square switch with a four position roller - 0,1,2,3. It also has a little picture of a seat. The parts catalogue shows it as early as '87, but I don't think it was common in the US until around '90, '91. The passenger seat was still the old style No Switch.
