The only bracket I've got is the one holding the spare tire, lever arm, and jack in place. To stabilize my tool kit, I use a bottle of spare coolant on the floor.
If you've got rust and water in there, make sure the drains for that compartment are clean! Usually rust flakes and dirt will clog them, and you've got a pond back there. Either push them through the flooring and let it drain itself out and clean the plugs, or clean them out enough to let 'em drain and let it all dry out, then clean the floor with a vacuum to make sure more gunk doesn't clog it up again in three weeks.
