The seat heater switch only controls the driver's seat.
The only thing you've got to do to activate the heater is to sit in the seat.
The heater is thermostatically controlled; it will not switch on above a certain temperature. This keeps you from having heated seats in the summertime.
There should be a pair of connectors under the passenger's seat on the inboard (left, port, center) side that supply power to the heaters. One will have the seat occupancy switch wired to it. That switch looks like a spring-loaded cylinder with contacts inside it. One side should be connected to the seat support grid and the other somewhere on the seat track on the inboard side.
The majority of times, failures are due to a break in the seat heater element. I fixed mine pretty easily. I like it now!
