Boost Problem

Hey guys, well on my 86 SPG I have adjusted P&F on my APC box according to "Kevin's APC Theory". I am getting better boost BUT, The boost rises and gets to just before the red and imediatly drops back a quarter of an inch. I can only assume the waste gate is opening but I wanted more boost.
My friend Jeff has also tweeked his box and gets much better boost in the red so we swapped with mine and I have the same problem.
Whats going on?
Could the waste gate be to old or week to withstand the pressure?
Is there another issue such as compression?
Car seems to be running fine..
I understand some people have added aspring to the waste gate for better resistance? If so what type of spring?
BTW just changed plugs, wires cap and roter with a saab mech in town that I trust.
