Ok, so knowing what we know now, here's what you should do:
Check fuse #10, make sure it's good (powers the APC system, as a whole). (I think you've done that?)
Check to make sure your brake light switch is good. When the brakes are applied (and the switch is closed), the switch sends 12V to the APC controller on pin 20 of the controller. If you have 12V there the controller won't energize the solenoid cuz it thinks the brakes are applied. This is a failure that people occasionally report.
With the car off, check to see that you have continuity through the cruise control vacuum switch. It's a little black plastic thing with a red cap on top, and I think it's up near the APC controller on your car. It's in series with the wiring from the APC controller to the solenoid, to cut out the solenoid when you're using cruise control. The fact that cruise works on your car is no indicator of the health of this switch, as it doesn't affect the operation of cruise. It just senses the vacuum created by the cruise vacuum pump, and opens the switch for APC (forcing full time base boost).
Lastly, with the ignition on, check for 12V coming out of pin 12 of the APC controller (on the yellow/white wire). This is the wire that goes to the solenoid, and should be hot whenever the car is on but the controller's not trying to limit boost. This wire goes from the controller, through the cruise vacuum switch, and to the solenoid. If all the above checks out, and you have 12V coming out of the controller but not at the solenoid, there's a fault in the wire somewhere.
