I have fixed the cc on four different Saabs and every one of them was caused by a vacuum leak in the system. One was the switch that Norm mentioned, two had a bad or mis-adjusted switch at the brake pedal and one had bad vacuum lines in the engine compartment.
Assuming that you have already checked the fuse, the first thing to do is locate the vacuum pump, just above the charcoal canister in the left front wheel well. Pull the line off of that and suck on it to see if it holds a vacuum, you should be able to see the throttle moving. If it doesn't then follow the line and check every thing it goes to. As Norm said, the vacuum switch (this is on Turbo models only) is right there and can be adjusted, but mine was shot completely. Next check the switches at the pedals and then the regulator, which is connected to the accelerator pedal. The pedal switches should hold a vacuum until the pedal is pushed down.
If the system is holding a vaccum and the cc is still not working, then first make sure the vacuum line is connected to the correct post (I'm pretty sure it's the black one) on the vacuum pump. You might be able to guess how I know that ;)
If you do all that and it is still not working then you have an electrical problem. You did not say what year Saab you have, so I can't give you specifics. I have never had to get into the electronics before, but I know from experience that there are a couple of different types of selector switches (on the turn signal lever) that are not compatible.
My Bentley manual does have a pretty good section on the cruise control, and my Haynes manual doesn't have anything at all about the cruise control.
