Current to the regulator - voltage should be 12v, and you are right about it being connected to a time switch. My understanding of the regulator is: When the engine first starts it needs a rich fuel mixture, without which it stumbles and has difficulty idling. The current to the regulator directs a rich mixture, and after a time (a few minutes) as the engine warms up the time switch shuts off current to the regulator, then when the engine warms up to normal operating temps, the engine heat keeps the internal mechanism within the regulator in the "normal" position. By that point the O2 sensor has taken over the lean/rich fuel mixture.
Be sure there is continuity between the two leads on the regulator. No continuity means a bad regulator.
The extra nipple on the front is a vent. Inside the regulator is a diaghram which moves during boost. So the movement is free and because the wide ranging temps will cause variations of air pressure, an ambient air vent was put on to eliminate internal pressure issues.
