Steering wheel loose, telescoping...where to tighten

So I just got a good used steering linkage from the rack to the wheel mine has some play. However my steering wheel will telescope meaning I can pull it out about 3 inches. I was looking under the dash and around it where is the bolt etc to tighten this so it does not do that? I cannot find it..seems kind of dangerous...
