It is a universal special puller that grabs around the neck of the pulley and pulls it off.
You can buy the special tool in most auto parts stores (US) since it is used on most American made cars power steering systems.
The pulley is pressed onto the shaft with no key or lock nut holding it in place, only the press fit.
Even with the special tool it is quite a lot of force needed to bring it off.
After that it is another special tool to press it back on, but I have read about people that manage to just use the threaded hole in the middle of shaft and a bolt to push the pulley back on.
Ii might be difficult to find just the pulley. Better start looking for a used pump.
