Something is causing the APC to kick the boost down to base boost.
First, check out the link to the FAQ, below. Everything in there is a good thing to check, especially the old fallen-off connector. I've seen a couple of them.
If you recently installed new spark plug wires, and they're not Bougicords or Magnecores, put Bougicords on. Those two manufacturers have RF shielding on the wires to prevent emissions of RF noise that the APC controller picks up through the knock sensor cable and interprets as knock.
Of course, if all else fails, check the APC box itself. I suffered for a couple of years with intermittent poor boost in my '89 SPG. Just for the heck of it, I threw in a spare APC box and, viola (oh, those alto clef people) I had good boost again. So, if you have a friend with a known good APC box, convince him (or her) to swap it into your car for half-an-hour and see what happens. If boost returns, you need to get another APC box. If you're adventurous, you may want to go in and check for cold solder joints.
