Yes the metal sleeve is molded into the bushings. Check the Boge bushings to make sure the bolts will go through. I got a set (of uppers) I had to bore out because the ID was undersized by like 20 thousandths.
People here say that the bushings are easy to put in, but in my opinion it can be a real PITA. I ended up destroying a couple of sets before I broke down and made my own compression tool. Using a press, if you push on the bushing the rubber can/will tear before it slides in if the bushing isn't perfectly centered. I made a simple little tool like a piston ring compressor, which consisted of a rolled piece of sheet metal, and a couple of high strength hose clamps. Put the bushing in the rolled sheet metal and tighten the clamps, reducing the diameter of the bushing. Set the rolled sheet metal right above the A-arm, and use the press to push the bushing out of the sleeve into the A-arm, not letting it have a chance to expand. One you get the bushing in past the lip, it will go home easily.
As far as soap, I just used dishwashing soap.
