if you have an ohmmeter (voltmeter) you can put the leads on the low beam contacts and see if you get a reading. if you get no reading on the low beam and do get a reading on the high beam side you have a bad bulb.
second choice is swap sides and see if the problem transfers to other side, if the "bad" side now works and the good side doesn't, you have a bad bulb on the original low side.
third choice, buy a new bulb and put it in and see if that cures the problem. if it doesn't, then you have a spare bulb and know to look elsewhere :-)
