I would jump the contacts at the plug to the stalk to hotwire the relay/motor to verify that the stalk is in fact OK. If the problem goes away, it's the stalk, it's wiring or the contacts at the plug, and if it's still there, I'm thinking relay.
While you're supposed to drop the knee bolster to get to the relay under the drivers side dash, you can get to it by unscrewing the footwell airduct and bending the duct under a pedal to keep it out of the way.
Then, look at the bracket that held the air duct and you will see that it is also the bracket for the relays on top of it. Remove one of the screws holding the bracket and you can pivot the bracket down to remove the relay. The wiper relay is the one on the right when the bracket is in position.
